in plone.i18n.locales.countries there only is an entry for

u'cs' : {u'name' : 'Serbia and Montenegro', u'flag' :
u'/++resource++country-flags/cs.gif'},

The state union effectively came to an end after Montenegro's formal
declaration of independence on 3 June 2006, and Serbia's formal
declaration of independence on 5 June.

Montenegro:
ISO 3166 code ME
Internet TLD .me

Republic of Serbia
ISO 3166 code RS
Internet TLD .rs


I suggest to add these countries to plone.i18n.locales.countries.
